[Nijmegen] Engie in Nijmegen tuigt stiekem nieuwe gascentrale op

Dit is een belangrijk bericht. Midden in een klimaatcrisis en een geopolitieke energiecrisis kwamen wij met een aantal mensen er vorige week plotseling achter dat het bedrijf ENGIE vergevorderde plannen heeft om een gascentrale van 500 MW te bouwen op de plaats van de oude kolencentrale. 500 MW is echt een mega project en het zou in de top 10 grootste centrales in Nederland staan.

Zeven jaar geleden is  bij de Waalhaven een kolencentrale gesloten. Op dat moment is er besloten het terrein in te zetten voor duurzame energie. Er wordt al een aantal jaar nagedacht over innovatieve vormen van energie, maar dat komt natuurlijk niet zo snel van de grond. In 2019 werd er een tijdje gedacht over biomassa en dat is toen door breed verzet tegengehouden. Nu is er plotseling gekozen voor de verbranding van aardgas, dat sinds de invasie van Oekraïne zo schaars is. Aardgas komt bijvoorbeeld nog altijd uit Groningen, maar er zijn ook nieuwe boringen gepland in de Noordzee en er wordt de laatste maanden heel veel geïmporteerd uit bijvoorbeeld Saudi Arabië.

De gemeente en de provincie zijn daar op dit moment allemaal toestemmingen aan het geven, maar formuleren dat zo dat ze zo min mogelijk aandacht eraan geven. Aardgas wordt door Engie en de gemeente gepresenteerd als ‘transitie energie’, en zou mogen worden ingezet tot 2045. Dit bestemmingsplan ligt nu ter inzage en er zal binnen een aantal maanden over worden gestemd door de gemeenteraad. Er is ook al een vergunning verleend door de provincie.

ENGIE gaat op het terrein ook windmolens en aquathermie neerzetten. In de communicatie naar buiten spreken ze alleen over de hernieuwbare energie, terwijl ze dit als ‘dekmantel’ gebruiken voor de fossiele gascentrale.

ENGIE heeft een onderzoek laten doen waarin ze een aantal ‘referentiepunten’ gebruiken, waardoor ze hun plannen ‘duurzaam’ laten lijken. Het eerste referentiepunt is de situatie waarin de kolencentrale nog actief is (terwijl die al 7 jaar gesloten is). Hiermee redeneren ze zogenaamd dat de gascentrale stimulerend is voor de energietransitie.

Een heleboel mensen zijn al aan de slag gegaan om verzet te organiseren tegen deze enorme nieuwe investering in fossiele energie in onze eigen stad. De organisatie daarvan komt nog op gang. Voor nu wil ik iedereen vragen zo veel mogelijk mensen in je netwerk te informeren over deze zorgelijke ontwikkeling.

Update over de energiecentrale van de onderzoeker: Er zijn nog een aantal krantenberichten over de gascentrale verschenen. Ik kreeg van verschillende mensen ook vragen. Het volgende vind ik belangrijk om duidelijk te maken. De gemeente en ENGIE wekken in de media de suggestie dat het gaat over een optie waarvan niet waarschijnlijk is dat deze doorgaat. Dat is heel misleidend. Alle vergunningen en toestemmingen worden namelijk al verleend. Daarna kan niemand ENGIE meer tegenhouden als zij de centrale willen bouwen, ook de overheid niet. ENGIE zal bij die keuze altijd voor het geld kiezen en niet nog vrijblijvend met de stad gaan overleggen over wat verstandig is voor het klimaat. Tegen mij vertelde de werknemers van ENGIE dat het ook al vaststond dat ze direct na de sloop van de kolencentrale willen beginnen met bouwen van de gascentrale. Het enige waar zij nog over twijfelden was over waar ze gas willlen inkopen en op welke termijn (richting 2045) ze over waterstof als brandstof gaan nadenken. Gasbedrijven proberen dit idee van gas als een overgangsbrandstof te promoten. Zij richten zich op het gebruik van gas tot 2070. Als we in dit beeld trappen en investeren in nieuwe infrastructuur voor fossiele brandstoffen, zullen we de uitstoot nooit terugdringen.

Dear all, spread the word, the municipality wants to build a new natural gas power plant in Nijmegen

This is an important piece of news. In the midst of a climate crisis and a geopolitical energy crisis, a number of us suddenly found out last week that the company ENGIE has advanced plans to build a 500 MW gas-fired power plant on the site of the old coal-fired plant. 500 MW is really a mega project and it would be in the top 10 largest power plants in the Netherlands.

Seven years ago, a coal-fired power plant was closed at the Waalhaven. At that time it was decided to use the site for renewable energy. Innovative forms of energy have been thought about for a number of years, but of course that does not get off the ground very quickly. In 2019, biomass was considered for a while and then was stopped by broad opposition. Now, suddenly the choice has been made to burn natural gas, which has been so scarce since the invasion of Ukraine. Natural gas, for example, still comes from Groningen, but new drilling is also planned in the North Sea, and a lot of it has been imported in recent months from Saudi Arabia, for example.

The municipality and the province are all giving permissions there at the moment, but formulate it in such a way that they pay as little attention to it as possible. Natural gas is presented by Engie and the municipality as “transition energy,” and would be allowed to be used until 2045. This zoning plan is now up for review and will be voted on by the city council within a few months. A permit has also already been granted by the province.

ENGIE is also going to put wind turbines and aquathermy on the site. In the communication to the outside world, they only talk about the renewable energy, while using this as a “cover” for the fossil gas plant.

ENGIE has commissioned a study in which they use a number of ‘reference points’ to make their plans appear ‘sustainable’. The first reference point is the situation where the coal plant is still operating (even though it has been closed for 7 years). With this, they supposedly reason that the gas plant is stimulating the energy transition.

A lot of people have already started to organize resistance to this huge new investment in fossil energy in our own city. The organization of this is still getting underway. For now, I would ask everyone to inform as many people in your network as possible about this worrisome development.

Update on the investigator’s power plant : There have been several more newspaper reports about the gas plant. I also received questions from several people. I think the following is important to make clear. The municipality and ENGIE are suggesting in the media that this is an option that is not likely to go ahead. This is very misleading. In fact, all permits and consents are already granted. After that, no one can stop ENGIE if they want to build the power plant, including the government.
